Digital identity products enable users to prove who they are online, in a safe and trusted way. Over 8 million people have relied upon GOV.UK Verify to access government services digitally. Building on these experiences, GDS is now working closely with a wide range of other departments to develop and pilot a new cross-government solution that will make it easier to find and use public services, whilst continuing to protect privacy. Our vision is for citizens to be able to use one login for all such services, without needing to re-enter information multiple times. 

This is a high-profile programme that aims to transform the way people interact with government, and is a central pillar of GDS’s 3-year strategy. We are therefore recruiting and growing a first-class team that is representative of, and motivated to make a real difference for, users and departments. 

What you’ll do 

As the biometrics expert in GDS’s digital identity programme, you will: 

  • Advise on the application of biometrics to authentication and identity assurance solutions across government, shaping the development of the new ‘One Login for Government’ system; 
  • Support departments such as the Cabinet Office, the National Cyber Security Centre, DCMS and the Home Office; 
  • Contribute to the technical design of digital identity solutions that meet services’ and users’ needs, and which allow for scaling, security and privacy; 
  • Set standards for applying biometrics solutions to identity proofing, and inform the evolution of the Good Practice Guides 44 and 45
  • Assess suppliers’ products and services, including their suitability for government’s needs; 
  • Contribute to business cases, evaluating the technical feasibility and value for money of biometrics options; 
  • Support certification and audit activities; 
  • Act as an ambassador for best practice on applying biometrics to service design and identity assurance, including to ensure interoperability.

Who you are 

We are looking for candidates with: 

  • Extensive expertise in biometrics and their application to identity systems, including an in-depth understanding of how design and implementation choices impact upon security and usability; 
  • Experience of assessing the suitability and value for money of biometric products and solutions; 
  • Detailed knowledge of the regulatory and legislative landscape relating to digital identity and the delivery of online services; 
  • Experience of applying biometrics standards, such as ISO/IEC 19794, ISO/IEC 29794, ISO/IEC 30107, and of contributing to their ongoing iteration; 
  • The ability to communicate the complex field of biometrics to a wide range of stakeholders, including at senior level; 
  • Strong leadership, and a track record of guiding and supporting teams and individuals; 
  • The ability to work collaboratively with multi-disciplinary teams and with numerous departments and services.
